To develop a Strategic Master plan for the airport which identifies the opportunities and constraints that the airports growth would present to the airport and the region.

To align the differing objectives of key Local, Regional and National stakeholders in order to maximise the economic opportunities and unlock constraints.

Development & Change Management

A hand-picked team was assembled to consider the transport aspects of the development of Cardiff Airport.

Initially Vector’s aviation consultants analysed the airports growth potential and developed a land use plan for the airports operational and associated commercial  development potential together with surface access infrastructure improvements.

To meet the airport development plans, a wide variety of transport options to improve access were considered.  These included new road links, alternative locations for the passenger terminal, new bus services, a new direct rail link and re-opening a freight railway with a new railhead to serve the airport.

The costs, revenues and impact of the various options were considered, including the impact on the local rail network.  Firm recommendations were made, together with the likely impact on the airport catchment area and its anticipated growth.
